As part of the (state visit) by His Majesty King Hamad bin Isa Al Khalifa to the Sultanate of Oman, in response to an invitation from His Majesty Sultan Haitham bin Tariq, Sultan of Oman, 25 agreements, memoranda of understanding (MoUs), and executive programs were signed today at Al Bustan Palace. These aim to enhance bilateral cooperation in various domains as follows:
1. Double Taxation Agreement: This agreement aims to develop the economic relationship between the two countries and enhance cooperation on tax matters. It was signed on the Bahraini side by Shaikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy, and on the Omani side by Nasser Al Jashmi, Chairman of the Tax Authority.
2. Memorandum of Understanding (MoU) on Meteorology: This MoU aims to create a cooperative framework to enhance partnership and communication between the two countries in the field of meteorology. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
3. MoU on Health Cooperation: This MoU aims to enhance and develop cooperation between the two countries in the health sector. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
4. MoU on the Stock Market: This MoU aims to enhance cooperation in areas related to the exchange of expertise, information, advisory services, training, dual listing issues, facilitating the entry of brokers, system development, and improving integration between the two parties. It was signed on the Bahraini side by Abdulla bin Adel Fakhro, Minister of Industry and Commerce, and on the Omani side by Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion.
5. MoU on Scientific and Educational Cooperation: This MoU aims to enhance and develop cooperation between the two countries in scientific and educational domains. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
6. MoU on Media Cooperation: This MoU aims to enhance and develop cooperation between the two countries in the field of media. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
7. MoU on Endowments: This MoU aims to enhance cooperation between the two countries in the field of endowments. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
8. MoU on Zakat: This MoU aims to enhance cooperation between the two countries in the field of Zakat. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
9. MoU on Mutual Investment Opportunities: This MoU aims to enhance and develop cooperation between the two countries in promoting mutual investment opportunities. It was signed on the Bahraini side by Shaikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy, and on the Omani side by His Excellency Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion.
10. MoU on Industrial Empowerment and National Content Development (Including Mining): This MoU aims to enhance industrial relations between the two countries through strategic partnerships between the public and private sectors and the development of national content to add value and enhance the sustainability of national industries. It was signed on the Bahraini side by Abdulla bin Adel Fakhro, Minister of Industry and Commerce, and on the Omani side by Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion.
11. MoU on Food Security: This MoU aims to enhance cooperation in the field of food security and knowledge exchange between the two parties. It was signed on the Bahraini side by Shaikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy, and on the Omani side by Sultan Al Habsi, Chairman of the Board of Directors of the Oman Investment Authority.
12. MoU on Investment: This MoU aims to enhance cooperation in the field of investment and knowledge exchange between the two parties. It was signed on the Bahraini side by Shaikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy, and on the Omani side by Sultan Al Habsi, Chairman of the Board of Directors of the Oman Investment Authority.
13. MoU on Organizing Exhibitions and Conferences: This MoU aims to create a framework for cooperation in organizing exhibitions and conferences, providing opportunities to showcase the national products of the two countries to enhance commercial relations. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion.
14. MoU on Inspection, Standards, and Gold Hallmarking: This MoU aims to enhance cooperation in inspection and standardization to ensure the accuracy of products and compliance with specifications, as well as improve gold hallmarking processes to meet international standards and ensure the quality of gold products. It was signed on the Bahraini side by Abdulla bin Adel Fakhro, Minister of Industry and Commerce, and on the Omani side by Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion.
15. MoU on Agricultural Production, Development, and Food Security: This MoU aims to support the development of agriculture, and agricultural research, and facilitate bilateral cooperation in these areas based on principles of equality and mutual interest. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
16. MoU on Fast-Track Patents and Intellectual Property: This MoU aims to create a framework for cooperation in intellectual property, facilitating the exchange of technical knowledge, advice, and expertise between the two countries. It was signed on the Bahraini side by Abdulla bin Adel Fakhro, Minister of Industry and Commerce, and on the Omani side by Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion.
17. MoU on Social Insurance and Protection: This MoU aims to enhance and develop cooperation in the fields of social insurance and protection. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Salem Al Aufi, Minister of Energy and Minerals.
18. MoU on Labour and Human Resources Development: This MoU aims to regulate cooperation in labour and human resources development, in accordance with the laws and regulations of both countries. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
19. MoU on Public Administration: This MoU aims to promote joint efforts and cooperation to implement various programs and initiatives that serve institutional goals, benefiting target groups. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
20. MoU on Building and Enhancing Capabilities to Combat Human Trafficking: This MoU aims to enhance and build capabilities, exchange experiences, and best practices in combating human trafficking. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
21. MoU on Establishing, Developing, and Managing Economic and Industrial Zones: This MoU aims to enhance cooperation in establishing, developing, and managing economic and industrial zones. It was signed on the Bahraini side by Abdulla bin Adel Fakhro, Minister of Industry and Commerce, and on the Omani side by Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion.
22. Executive Program on Educational Institution Evaluation: This program aims to enhance cooperation between the two countries in training external auditing teams for school education. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
23. Executive Program for Municipal Work (2025 – 2026): This program aims to exchange information, expertise, knowledge, practices, systems, publications, strategic studies, and guidelines in the field of municipal work. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
24. Executive Program on Museum Cooperation: This program aims to enhance cooperation in the field of museum work, through mutual technical support to develop museum-related activities. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, and on the Omani side by Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
25. Executive Program on Electricity and Renewable Energy Cooperation (2025 – 2030): This program aims to strengthen and develop cooperation between Bahrain’s Ministry of Electricity and Water Affairs and Oman’s Ministry of Energy and Minerals in the domains of electricity and renewable energy. It was signed on the Bahraini side by Dr. Abdullatif bin Rashid Al Zayani and on the Omani side by Salem Al Aufi, Minister of Energy and Minerals.
